What are the UK working at height regulations?

The Work at Height Regulations 2005 help prevent injury and death caused by falling. Employers and facility managers must ensure work is carried out by competent individuals, with proper risk assessments, planning and supervision. Workers must be provided with regularly inspected PPE, such as harnesses, helmets and fall arrest systems, as well as equipment such as scaffolding. These regulations, enforced by the Health and Safety Executive (HSE), do not not specify a minimum height for tasks to be classified as ‘Working at Height’.
Part 3 of The Work at Height Regulations 2005 requires rope access systems to use at least two separately anchored lines: one working line for access and support, and one safety line. Workers must be equipped with a suitable harness that connects them to both lines. The working line should have a safe means of ascent and descent, along with a self-locking system to prevent falls. The safety line must feature a mobile fall protection system that travels with the user. Additionally, risk assessments must guide the use of a single rope in certain situations where it poses less risk, provided safety measures are in place.
